Certain counties such as Palm Beach charge each property owner a special assessment to support the solid waste budget. If you choose to recycle, you will save the avoided tipping fees and service but not the special assessment. There should be a mechanism for the customer to reduce the assessment since they ar using less of the system. This would make it more attractive for businesses to recycle.
