The Department announces receipt of an application for permit from BTI Management Inc., File No. 16-331413-001-EI, to fill 0.90 acres of wetlands for the construction private residential single family home. The proposed project is located at 0 Buccaneer Trail, Florida 32226, Section 13, Township, 1 North, Range 28 East, in Duval County, at Latitude 30°30’40.609”/Longitude -81°27’25.068”.

Ed Austin Terminal, Site Name: 331029, File No. 16-331029-001-EI

The Department announces receipt of an application for an Environmental Resource Permit from Jacksonville Port Authority, File No.
16-331029-001-EI.  The applicant proposes 70-acre expansion of the Ed Austin Terminal to increase capacity for shipping and handling of cargo and adding an auto processing facility.  The expansion will cause 27.05 acres of direct impact and 22.19 acres of indirect impact of wetland.  Mitigation options for the loss of wetland are explored, but no specific one has been determined at this time.  A stormwater management system is proposed for onsite runoff collection and partial treatment prior to discharge.  However, there is an excess of 0.22 metric tons per year of nitrogen to be discharged into the St. Johns River from the onsite development.  Offsite compensatory stormwater treatment associated with City of Jacksonville Master Stormwater Management Plan is intended, but no specific project has been determined and designed at this time.  The proposed project is located south of Zoo Parkway and west of I-295, Section 14, Township, 1S, Range 27E, in  County, at Latitude 30°24’37”/Longitude -81°34’16”.
