Environmental Resource Permit Application Notices


Dent 382 North Roscoe Blvd - Pile Supported House, Bulkhead, and Dock

The Department of Environmental Protection gives notice of its intent to issue an Environmental Resource Permit in accordance with Part IV of Chapter 373, Florida Statutes (F.S.), and Chapter 62-330, Florida Administrative Code (F.A.C.).

The applicant, David Dent, applied on April 10, 2017 to the Department of Environmental Protection for a permit, water quality certification to construct an 81 ft bulkhead on the wetland line, to construct a private residential pile-supported home that will be elevated +/-7 ft above grade with a total of 984 sq ft over the wetland area within the landward extent of Cabbage Creek, a Class III Waterbody.  To maintain natural drainage and flow, downspouts will be installed on the house to direct stormwater runoff from the rooftop into the wetlands.  In addition, an 18 in culvert will be installed within the existing swale for a driveway crossing that leads to an upland driveway constructed with permeable pavers.  A bulkhead totaling 36 linear ft will be placed along the top of the road side swale.  In addition, the permittee applied to construct an 778 sq ft private residential single family dock consisting of a 4 ft by 145 ft access pier, leading to a 10 ft by 20 ft covered platform.  The portion of the access pier crossing the mosquito ditch will be raised, at a minimum, +/-5.5 ft. above the mean high water line of the ditch to allow for clearance of other water dependent vessels.  The pile supported home and the single-family dock will cause minimal individual and cumulative adverse impacts to water resources and therefore mitigation is not required. 

The activity is located at 382 North Roscoe Blvd (parcel ID no. 062590 0450), Ponte Vedra Beach, Florida, 32082, Section 40, Township 3 South, Range 29 East, in St. Johns County, at Latitude 30° 13’ 9.578” N / Longitude -81° 24’ 40.991” W, Cabbage Creek, a Class III waterbody.

The applicant, David Dent, applied on April 10, 2017 to the Department of Environmental Protection for a permit, water quality certification to construct an 85 ft bulkhead at the landward extent of the jurisdictional wetland line and to construct a private residential pile-supported home that will be elevated +/-7 ft above grade, with a total of 1,000 sq ft over the wetland area. To maintain natural drainage and flow, downspouts will be installed on the house to direct stormwater runoff from the rooftop into the wetlands.  In addition, an 18 in culvert will be installed within the existing swale for the driveway crossing that leads to an upland driveway constructed with permeable pavers.  A bulkhead totaling 55 linear ft will be placed along the top of the road side swale.  In addition, the permittee applied to construct a 644 sq ft private residential single-family dock consisting of a 4 ft by 126 ft access pier, leading to a 10 ft by 14 ft covered platform.  The portion of the access pier crossing the mosquito ditch will be raised, at a minimum, +/-5.5 ft. above the mean high water line of the ditch to allow for clearance of other water dependent vessels.  The pile supported home and the single-family dock will cause minimal individual and cumulative adverse impacts to water resources and therefore mitigation is not required.
