Summary of Changes in Release 2006-2

Non Title V Source Applicant Web
(Legacy Version 4.0 )
The EPSAP Non Title V Source application
was enhanced on 8/1/06 to implement the Application Submittal Process. This was in response to recent changes to Rule 61G15-23.003, Florida Administrative Code dealing with the method that Professional Engineers can electronically sign and seal documents. These changes were implemented in the EPSAP Long Form Application in May of 2006 (See Release 2006-1.)
It is important to note that the Non Title V Source Application will no longer support a submittal of hard-copy application signature pages. DEP has implemented changes that require electronic Submittal and removed any references to manual submittal of these signature pages. Any application that necessitates PE Signature and Seal requires that a PE Signature Document be submitted after the final approval by the Authorized Representative or Responsible Official. The changes in the EPSAP Non-Title V Source Application are as
follows:

Removed option to submit an application without a PIN.

Removed functionality to print certification and signature pages.

Added functionality to create the Submitted Application Report.

Provided link to General Instructions for submitted applications.

Removed read-only access to submitted applications, and replaced with
Submitted Application Report.

Modified PE submittal to implement electronic signatures and added e-mail
notifications.

Added middle name and suffix fields to the Facility Contact pages with update
functionality.

Added new sufficiency edits to handle facility cap requirements.
Long Form Applicant Web: (Legacy Version 5.1)
The EPSAP Long Form application was enhanced on 8/1/06 as follows:

Released 05/05/06
Long Form Applicant Web: Version 5.0
The EPSAP Long Form application was enhanced on 5/5/06
to include some recent rule revisions. The first enhancement includes the
changes to rule DEP 62-210.900(1) Application for Air Permit – Long Form that
were implemented February 2, 2006. An additional change was made to the
Application Submittal Process. This was in response to recent changes to Rule
61G15-23.003, Florida Administrative Code dealing with the method that
Professional Engineers can electronically sign and seal documents.
A summary of the changes are listed below. The EPSAP Non-title V Source
application is not affected by EPSAP release 2006-1. Please contact the DARM Application Support Desk at

Rule Revisions
Professional Engineer Submittal Process

Modified the PE Submittal process to comply with Rule 61G15-23.003, Florida
Administrative Code as follows:

Added an automatic hashing procedure to generate authentication codes
for the application data and uploaded documents and store them in a
secure PE signature file.

Added a PE Signature Document that is to be signed, sealed &
mailed in to the permitting authority.

Added a PE verification step which requires the final signature file
authentication code to be verified against the one shown on the PE
Signature Document.

Added
four new e-mail notifications as follows:

Notify the Owner/Auth or RO when the PE submits to
inform them that the application is ready for
their review and final submittal
-
Notify the Owner/Auth Rep. or RO if the PE withdraws the submittal.

Notify the PE to send in the PE Signature
Document following the final submittal by the Owner/Auth Rep. or RO.

Notify the PE to send the PE Signature
Document to the new office following an application transfer.

Modified the Owner/Auth and RO submittal as follows:
-
Added an automatic hashing procedure to verify that the data is
authentic, meaning that is has not changed since the PE submittal. If
the data is found to be authentic the submittal continues as usual. If
the data cannot be authenticated, a data security breach has occurred
and the following steps are taken:

The submittal
process is not allowed to continue.

An alert with
an explanatory message is displayed.

The Owner/Auth
or RO is returned to the Main Menu.

The
application is returned to read-only status.
-
Note: the only way to correct this data authentication problem is
for the PE to withdraw their submittal and repeat the verification
and submittal process.
