EPA Requirements for Boiler Owners and Operators


On March 21, 2011, the U.S. Environmental Protection Agency (EPA) finalized new federal regulations for boilers that burn coal, oil, biomass, or other solid and liquid non-waste materials and are located at small commercial, institutional, or industrial facilities. Depending on the size, age, and fuel type of the boiler, applicable sources may be required to meet emission limits, conduct a one-time energy assessment, and/or conduct a tune-up every 2 years.

If you own or operate a boiler that meets the applicability requirements of this new rule, you are required to submit an initial notification form to EPA. Because the State of Florida has not chosen to accept this delegation, all implementation and enforcement activities in the state will be handled by EPA's regional office in Atlanta, Georgia. For boilers subject to the rule, the initial notification form should be submitted to:

Compliance with this new rule will reduce emissions of a number of toxic air pollutants, including mercury, metals, and organic toxics including dioxin. Any owner or operator with a boiler that burns coal, oil, or biomass and is located at a small commercial, institutional, or industrial facility should be aware of EPA's new boiler rule, the requirements contained in the rule, and the timeframes for complying with the requirements.
